Before promoting the Iraq War, Donald Rumsfeld promoted both the Swine Flu scare of 1976 and the more recent Bird Flu scare, creating vast wealth for himself, his friends and his company. Is this also where he perfected the art of panic promotion, fear mongering and the squashing of resistance that characterized his tenure at the highest levels of the US government?
